However, the path to becoming a dog breeder involves more than just a fondness for these four-legged companions; it demands a comprehensive understanding of breeding practices, adherence to legal regulations, and a dedication to prioritising the health and welfare of the animals involved. In this guide, we will delve into the licensing requirements for those aspiring to start their own dog breeding business in India.



Breeder Registration Rules


  • The AWBI (Animal Welfare Board of India) registration is a requirement for all dog breeders.
  • It is illegal to breed dogs without a registration, and doing so can lead to the seizure of pups and breeding stock in addition to a fine of up to Rs 5,000 for each unsterilised bitch.
  • Breeders must comply with all municipal planning, health, and licensing requirements before they may open kennels; registration with the AWBI does not grant this permission in and of itself.
  • Each breeding facility/kennel may only have one registered individual.
  • An individual can only be registered for a single location at once.
  • An individual, not a business, must be the name on the registration.
  • The breeder's veterinarian must be registered with the AWBI and provide their name and address. The State Veterinary Council and the Veterinary Council of India both require the Veterinary Doctor's registration.
  • Many cities and towns in India require dog breeders to obtain a license from the local municipal corporation or municipal council.The licensing process may involve submitting an application, providing information about the breeding facility, and paying the necessary fees.
  • While not a licensing requirement, registering with the Kennel Club of India (KCI) is advisable for breeders.



Qualification for license


  • The minimum age for a breeder is 18 years.
  • Before awarding the licence, the team—which includes a reputable veterinarian—inspects the facility.
  • The municipal authorities should receive a report from the accredited veterinarian. Before deciding whether or not to issue a licence, local authorities will take the report into account.
  • To issue a licence, the Board will be notified by the local government. A local authority will provide the board with a copy of the report.
  • A legitimate postal address and a valid address for the premises/establishment where animals, facilities, equipment, and records may be examined for compliance are among the details the breeder must include on the registration form. The application form or a separate page attached to it must provide the locations of any premises/establishments, facilities, or places where the applicant operates, has an interest in, or keeps animals.
  • The local government has only awarded a licence that is valid for a single year. After the inspection, a licence renewal is required.



The requirements for license issuance and renewal


  • The Board's registration procedure must be followed .
  • The Document has to be kept up to date.
  • Breeding animal identification by microchipping.
  • Records pertaining to employees must be kept
  • All animals must be kept in good health.



Reasons why a license could be denied or rejected


  • Significant and intentional falsification in the initial licensing application or in the license renewal application.
  • A conviction for any kind of animal treatment rules breach.
  • The breeder's inability to meet all the requirements set forth by the local authority.
  • Refusing to open the premises to any inspectors for inspection.
  • Licenses will be denied for nonpayment of fees.
