A controversial bill aimed at regulating Turkey's millions of stray dogs has advanced towards becoming law, sparking fears among animal rights advocates about potential harm to these animals.
Proposed by President Recep Tayyip Erdogan's ruling party, the bill was approved by a parliamentary committee and is now awaiting a final vote in the assembly.
The Turkish government estimates around 4 million stray dogs roam the country's streets and rural areas. While many are considered harmless, reports of aggressive packs attacking people in cities like Istanbul have been rising.
The bill mandates municipalities to round up stray dogs, house them in shelters, and ensure they are neutered and spayed. Aggressive or ill dogs could be euthanized under the proposed law.
Municipalities must build or upgrade shelters by 2028, and mayors failing in these duties could face imprisonment. It also proposes raising fines for abandoning pets from 2,000 lira ($60, ₹4,900) to 60,000 lira ($1,800, ₹1,47,000).
Animal rights activists fear the bill could lead to widespread killings under the guise of management, citing a lack of shelter facilities.
Critics argue that existing regulations if properly enforced, would control the stray population without resorting to euthanasia. As the debate intensifies, public protests continue, with activists demanding the withdrawal of what they term the "massacre law," citing risks of animal deaths and neglect.
